Abstract: Abstracts: Under present conditions political decision-making models and procedures (both internationally and domestically) become crucial for the development of a country and the determination of it role in World Politics. Therefore the study of political decision-making processes in Modern Russia is an urgent goal. During the study of political decision-making processes in Modern Russia one can come to the conclusion that the study of these processes owes to the scientific analysis of the functioning of the presidential power institute its interaction in what relates to decision-making with other branches of power: legislative and judicial. On the whole, the relevance of study of decision-making processes in Modern Russia (on the example of the institute of presidential power) is determined by set of special factors.

The relevance of study of decision-making processes in Modern Russia (on the example of the institute of presidential power) is determined by factors and circumstances as:

  • The closed nature of the process of political decision-making.

It means that the political competition between the major actors in the legislative process is often an imitation while principal decisions are made behind closed doors; that is the process is of nonpublic, closed nature. [4, p.195][5, p.1];

  • The general socio-political situation in Russia that has led the current President of the Russian Federation, V.V. Putin, to the conclusion that “the coming years will be decisive and may be even critical both for Russia and almost the whole world entering the era of dramatic changes” [6]. Russia needs these changes that is why V. V. Putin in his address has expressed the new principles and has defined the guidelines for political decision-making in the country;
  • Determining Russia´s place on the international scene. Today Russia seeks to become part of the emerging multipolar world and act as one of the main poles. However, Russia circles increasingly express the view that given the current balance of powers “the Russian Federation can´t be in the center. Its real choices are: either become part of the periphery or work out its own project (...)” [1, p.188]. This meant V.V. Putin when in his last address to the Federal Assembly he said that “Developing to the East direction is the vector of Russia´s progress in the XXI century”.
  • The specific character of the Russian society and the peculiarities of political awareness of the modern Russian elite, its political culture, models of public administration experiencing the impact of the Soviet Union political legacy. [2, p.182-183][4, p.188];
  • The peculiarities of Russian scientific experience. Modern researchers of the theory of political decision-making pay much attention to different aspects of the process of its elaboration. Nevertheless, despite a definite interest in this issue, currently Russian scientific literature still lacks special studies that would entirely describe the political decision-making process both in domestic and foreign policies of the country.
