Alekseev N.N. - Islamic Middle East: Characteristics and Some Features of Modern Transformations of Political Identity pp. 1-14

DOI:
10.7256/2454-0641.2022.4.39010

Abstract: The subject of the study is the modern transformation of political identity in the Middle Eastern states and communities that profess Islam. The author examines in detail the complex of identifications that exist in the Middle East region. Particular attention is paid to the interaction and harmonization of religious, imperial, national and ethno-cultural identities. Regional features of identification transformations are considered both in the context of transformations in the global system of international relations, and taking into account the regional specifics of political processes and the general originality of the socio-cultural space. The general tendencies typical for all communities of the region under consideration are analyzed, as well as particular features of identity transformations as a factor of state policy on the example of Turkey and Iran. The novelty of the study lies in the analysis of transnational identification transformations in the Middle East region in the context of global trends towards the growing role of transnational identity in international relations and world politics. The author's special contribution to the study of the topic is the combination of fundamental theoretical approaches to the study of identity with the methodology of system analysis, which allows to more accurately describe the complex multi-level structure of modern identities, based on the current works of Russian, Western and Middle Eastern researchers. The main results of the study are the determination of general and particular features of identification transformations in the Middle East region, as well as the definition of the functions of religious and imperial identities in the system of identifications.

Alekseev N.N., Aver'yanova D.A., Komakha A.A. - Actualization of regional leadership in the modern international relations: comparative analysis of the European and Middle Eastern regions pp. 11-22

DOI:
10.7256/2454-0641.2021.1.35211

Abstract: This article reviews the regional peculiarities of political processes associated with the struggle for regional leadership that is a mainstream in the modern post-bipolar international relations. The authors give particular attention to the historical and theoretical principles of studying the concept of leadership in international relations, namely: provide various approaches towards determination of the status of a regional power, criteria for regional leadership, and specificities of interaction between the regional and global powers. Emphasis is placed on examination of the aforementioned phenomena and processes in the context of comprehensive impact of such global trends, as globalization and glocalization, decentralization of the system of international relations, and formation of the multipolar world order. The novelty of this work lies in the comparative analysis of regional peculiarities of the struggle for leadership in the European and Middle Eastern regions. The relevance of selecting Europe and Middle East is defined by their fundamentally different nature of the regional international relations. The authors reveal the common features and regional specificity of the struggle for leadership in these regions. The common features include: the significance of non-state actors (of different types), ethnic and cultural diversity, complexity of delineation of political boundaries. The regional specificities include: different tools, nature and goals of the struggle for leadership, unequal presence of global powers in the regions, etc. The conclusion is drawn on the need for further examination of the matter to improve the international political forecasting.

DOI:
10.7256/2454-0617.2020.4.34334

Abstract: This article discusses a number of questions associated with security systems of the European Union and Europe. Special attention is given to the problem of identification of boundaries of functionality of these systems under the influence of various regional and global processes. The author examines the peculiarities and prospects of transformation of the EU security system and its elements, as well as the potential impact of these transformations upon the relations with other interested actors of international relations (United States and Russia). The article describes the key defense initiatives of the European Union that can contribute to intensification of integration processes in the union and propel the European Union to the whole new level of integration. The novelty of this work consists in the analysis of integration processes in the area of defense and security within the framework of postnationalism and postnational identity of the European Union, and this, based on the EU citizenship. The author reveals the factors promoting the creation of a new type of defense institution, as well as the factors impeding this process. Based on the studied materials, the author anticipates the possibility of establishment of the autonomous EU defense agency. This research is conducted in the period of political instability caused by a number of regional and global challenges for the European Union, namely the major challenge of 2019 – 2020 COVID-19 pandemic.

Alekseev N.N., Babirov I.M. - Azerbaijan-Iran relations: transformation of Azerbaijan's foreign policy during presidency of I. G. Aliyev pp. 16-28

DOI:
10.7256/2454-0617.2020.3.33056

Abstract: This article explores the questions related to the current relations between Azerbaijan and Iran, namely vectors of development and milestones over the period from 2000 to 2020. Analysis is conducted on the contradictory positions and most favorable spheres for cooperation. An attempt is made to answer the question, why the promising relations between Baku and Teheran transitioned into a moderately tense state, and what factors influenced this process. Special attention is given to the process of harmonization of relations between the countries at the time of coming to power of the President of Azerbaijan I. G. Aliyev. Based on the acquired results, the authors came to the conclusion that the relations between Azerbaijan and Iran have high potential, first and foremost due to cultural and historical commonality of the nations. At the same time, the conducted research demonstrates profound systemic contradictions that impede achieving potential in development of bilateral relations between Azerbaijan and Iran. Such contradictions may constitute a threat to the regional international relations and often involve other countries (USA, Israel, Turkey, Russia, and Armenia). The novelty this work consists in comprehensive analysis of key events in the history of modern Azerbaijan-Iran bilateral relations, as well as transformation of foreign policy vectors of the countries, namely in the conditions of coming to power of the President of Azerbaijan Ilham Aliyev.

Alekseev N.N. - The system of the EU’s citizen’s identities: prospects of moving to post-nationalism
pp. 22-32

DOI:
10.25136/2409-8671.2019.2.30078

Abstract: The article studies the European identity construct in the context of the post-nationalism theory. The author reconsiders the traditional “supra-national” approach to common identification in the EU. The author analyzes the development of the concept of European identity as one of the key elements of European integration, giving special attention to such aspects as the mechanisms of formation, challenges and prospects, as well as the role of common identity in European integration processes. Special attention is given to the research of the possibility of the European identity development in the post-national direction followed by the transformation of the European Union to a post-national society. The research methodology includes a complete rethink of studying individual identities as a system. The systems approach to studying identity helps to see the nature of identification of a person and a citizen in a new light and promotes a deeper understanding of its structure, thus helping to develop brand new approaches to studying the mechanisms of identity formation. The author states that an EU citizen is overloaded with the need for multiple identifications which are briefly described by the author within his system of identities. The author also describes the structure and the components of identity and formulates the conclusions about the peculiarities of interaction between various components and elements of the system of identities. These conclusions can be used for forecasting the further development of the EU and integration processes in Europe.
