Abstract:
Throughout the XVIII century the Russian Empire became larger and larger due to inclusion of the Baltic, West – Byelorussian, Ukrainian and Caucasus lands. Thus, its regional government became more liberal as a favor to the local powers, at the same time there was a clear tendency to unified character of management of the outlying districts of the empire.
