Abstract: This article is devoted to examples of delegation of certain state powers to municipal bodies, which fail to meet the requirements of federal legislation. The author studies key problems of realization of such delegation, and he analyzes the character of the delegated powers in correlation to the realistic possibilities of their implementation at the municipal level, with no harm to the local issues.
