Abstract: This article investigates the nature and types of administrative decisions and their implications for political power and social control. It analyzes the problems of interpreting administrative decisions. It shows that an administrative decision is a distinct executive phenomenon, designed to determine the direction of executive action. The article considers the peculiarities of democratic administrative decisions and how they differ from democratic decisions. Lastly, it spells out a principle governing administrative decisions which is one of the principles of political influence.

Slezin A.A., Belyaev A.A. - The system of political education of young people in the Russian provinces between 1945-1954 pp. 28-52

Abstract: This article looks at the intentions of the Komsomol and other Communist Party organizations with regards to the political education of young people after World War II, as well as the fruits of their labours. It shows that despite the restoration and development of an extensive system of political education, young men and women actually remained politically illiterate. There was practically no system of political education; in its place was essentially a system of ideological education which also created a semblance of the struggle for improvements in quality. The instructors' generally low levels of education and lack of cultural and wider political backgrounds, together with Party and Komsomol institutions ensuring that the delivery of the material to students would never go beyond the framework of unchallengeable dogmas, coexisted with exaggerated numbers of the reach of political education and formalism in the activities of the political study groups. Moreover, the constant appeal to patriotic feelings sharply increased the efficiency of the political education system in the same way as the schemes which mobilized young adults to undertake constructive activity. The article relies primarily on sources from the Tambov region.

Abstract: In this article the authors differentiate inclusion of migrants into the social structure (integration) and culture (assimilation) of the host society. The authors described social characteristics of migrants with different levels of integration and assimilation and showed the contradictory nature of the process of integration of migrants from Central Asia in Russia. The article also discusses the role of religion and education in solving the problem of inter-ethnic interaction.

Abstract: The article describes the role and place of archetypes in political culture of Russian citizens. The author goes on a premise that archetypes (psycho-social behavioral codes) are coded in matrices of all ethno-political processes. Unlike their content, their forms are almost unchangeable and make a significant influence on formation of an individual's political conciousness. At the end of the article the author concludes that archetypes form the system of values in political culture and outline the patterns of social and political interactions between Russian citizens.

Grigor'eva O.G. - Developing Methods of the USSR Foreign Relations Regarding Inter-Court Assistance in Civil Cases pp. 171-204

Abstract: Based on the analysis of the archives of the State Archive of the Russian Federation, Russian Ministry of Justice and Archive of Foreign Policy of the Ministry of Foreign Affairs of Russia, the author of the article describes methods of external relations of the Soviet competent uthorities regarding inter-court assistance in civil cases. These methods are classified depending on which competent authority is entitled to accept (and transfer) international court orders from competent authorities of foreign states. The author of the article in detail covers the diplomatic pattern of foreign erlations of the Soviet competent authorities ergarding inter-court assistance in civil cases. It is underlined that the dyplomatic pattern of foreign relations was typical for the Russian Empire and has been the only possible pattern ni the USSR until the 60's of the last century. Such method of external relations as the transfer of court orders by the central competent authority (Ministry of Justice of the USSR) was put to life only at late 50's of the last year after the USSR concluded the international treaty. As a rule, it was used only with the 'people's democratic' countries. Direct appeal of one court to a foreign court is the most progressive and efficient method of transfering court orders and it is typical for frontier or the friendliest states with similar legal systems. The last pattern was first implemented when the CIS was formed.

Stukalova A.V. - State Policy for the Support of Young Mothers: Mechanisms and Social Technologies of Implementation pp. 205-221

Abstract: The author of the article provides the definition of the term 'social technology' and describes the most efficient mechanisms of the state support of young mothers in modern Russia by means of socialization technologies. Target programs are the most efficient mechanism of state policy for the support of young mothers. They allow to use new implementation technologies and to achieve the targeted support of young mothers promptly and effectively. At the same time, the author describes other mechanisms, too - program-based, information-based, organizational, political, economical and scientific. When studying technologies of socil support of young mothers, the author stresses out educating methods, technologies contributing to educaiton and employment and promotion of social activity. Moreover, support of young mothers sould be not the same everywhere. Quite on the contrary, there are must be different methods of young mothers' support depending on the level of economic development in each region of Russia. For now young mothers receive state support through implemented socialization technologies. Based on the author, socialization technologies mean the combination of sequence operations and procedures aimed at helping young mothers to adjust to their social roles as soon as possible. One of the conditions for implementation of these technologies would be the establishment of youth family policy at the federal and local levels.
