Filippov V.R. - The Mali: fighting for uranium. pp. 1-47

DOI:
10.7256/2306-4226.2013.2.773

Abstract: The article describes the political situation in the Mail. The author analyzes the conflicts among various forces within the state.  From the standpoint of international security, an optimum situation should include legitimate elections in the entire territory of the state, guarantees of political and economic sovereignty of the Mali in its totality.  Revival of the Mali economy is only possible, if the Mali people shall be able to diversify their economic policy and choose their partners accordance to economic viability, and not "special relations" with the former mother country.  The author describes the attitudes of the UN and global community towards the  conflict, and he discusses the special value of the so-called "uranium factor" for the interest of the Western states.  The author draws a conclusion that the American attempts to put their protege as the President of the Mali have provoked the military uprising in Bamako, and caused the downfall of the legitimate President of Mali Amadou Toumani Touré, who was sympathising with the Beijing too obviously.  The long-term conflict between the official Bamako and the Touaregs was used by France in order to keep control over the uranium mines in Sahel. The military takeover of Captain Amadou Haya Sanogo moved the Touaregs towards a new uprising and attack on Bamako.  The situation was used by the Islamic fundamentalists and the Al-Quaeda emissaries, who had a situative union with the Touareg chiefs. In order to hold the former colony within the scope of its influence the France sent a military expedition to Mali.
Manoilo A.V. - "Syrian issue" of Bashar Asad. pp. 48-67

DOI:
10.7256/2306-4226.2013.2.8798

Abstract: The article contains results of the analysis of the possible cause of systemic faults in the implementation of "colored revolution" technology (Arabian Spring) in Syria. The author provides detailed study of differences between the scenarios of colored revolutions in Libya. The author studies the key foreign political causes formed by the Western states in order to justify their military intervention into the Syrian conflict. Currently many researchers discuss the Arabian Spring revolutions, which suddenly took over the entire North African region and almost all of the Middle East in late 2010. As a result of this explosion rather sustainable and seemingly unchanging Arabian world fell into chaos, riots and civil wars.  Many characteristics and traces of use of such technologies allow one to state that the revolutionary events in Tunisia, Egypt, Libya, Syria, Bahrain and other Arabian states were not spontaneous, and they were direct results of external political administration.  Two years after the start of the first colored "Arabian Spring" revolutions one may provide brief analysis of the political situation in the region after them.

Rep'eva A.M. - Nation-building. Formation and substantial characteristics (the USA and Russia). pp. 68-79

DOI:
10.7256/2306-4226.2013.2.8795

Abstract: The Russian state was historically formed as a poly-ethnical state throughout the centuries. That is why the problem of forming a united civil self-conscience has always been topical. The nation formation process is a complicated and contradictory matter, since in touches upon national identity of citizens due to which the state has to choose the principle for the nation formation. Among the basic principles one may single out the following: nation formation based on multi-cultural policy, based upon civil nation, or based upon a dominating ethnic group within the state, which is capable of uniting other ethnic groups around itself. Most of European and American states face the problem of nation formation, and this problem is also relevant for Russia,, since in two decades after the breakup of the Soviet Union it still is unable to form an efficient nation formation policy. Due to this fact the issue of formation of a general Russian identity becomes a topical goal for state and society.  The author chooses Russia and the USA for the study, and she makes a comparison.  The choice of these two states due to them being largest territorial states and having ethnical variety.  Also, both Russia and the USA face problems related to the inflow of migrants, and nation building crisis.

Bobkin N.N. - The Presidential Elections in Iran - the year 2013. pp. 80-98

DOI:
10.7256/2306-4226.2013.2.774

Abstract: The Iranian people shall elect the 7th President of Iran on June 14, 2013. The incumbent President Ahmadinejad shall not be able to participate in elections for the 3rd time in a row. The state is awaiting a new President, whose personality shall have a considerable impact on the further political course of Iran. This time the support of the spiritual leader Xameneyi cannot be viewed as a 100% guarantee for a presidential candidate. What is awaiting Iran in these elections? Shall the US sanctions be able to provoke the mass disturbances? What measures shall President Ahmadinejad take to protect his political heritage? Should we worry about the “Persian Summer of 2013”? It is undoubted that the attention to the upcoming Iranian elections shall be growing. Soon we shall find out how Iran shall manage organization of elections and security, and who shall be the head of the executive branch of the largest state in the region, as well as how the region, the world and Russia would react to it.

DOI:
10.7256/2306-4226.2013.2.730

Abstract: The mass media have always had permanent attention of the society due to their information operative specificities.  The global transfer to the information age added more topical issues to it.  The ever-growing amounts of information presuppose that information is administered and managed.  Any method used by a manipulator has an influence on public opinion.  And there is a large variety of manipulative methods and goals.  And while in accordance with the generally recognized approach by E.L. Dotsenko "manipulation is a type of psychological influence, artful use of which leads to hidden formation of a person's will towards matters, which do not correspond to its actually existing wishes", currently it is civilized competition in accordance with the rules of information work, rather than open manipulation.  The mass media serve as an important information influence and the form public opinion.  The leading global mass media are potential intermediaries in the dialogue among the global audiences. That is why, it is of interest to study manipulative potential and the key directions of influence of the mass media. In order to narrow the object of studies, the author turns to the issues regarding the Latin America in the focus of the European mass media, since the Latin America serves as a newsmaker and provides news regularly.  For the purpose of this research the author limited analysis to the attitude towards the Latin American world among the following European mass media: The Independent, The Times, The Telegraph, The Observer, The Guardian.
