Abstract: The article analyzes the prospects of Iran’s relations with the countries of Central Asia and the South Caucasus after the lifting of the Western sanctions. The author studies Iran’s foreign policy towards Central Asia and the South Caucasus, and the current state of bilateral relations with the countries of these regions. In particular, the author analyzes political, economic and cultural relations. The author outlines the factors determining mutual interest of Iran and the countries of the regions in bilateral cooperation. Special attention is given to joint projects in the transport, communications, energy, trade and economic spheres. The research methodology includes both general scientific and specific methods of cognition, for example, analysis and synthesis, system approach and historical method. The author concludes that economics and security are the key elements of Iran’s foreign policy strategy in Central Asia and the South Caucasus. Iran’s cooperation with the countries of these regions can be the most productive in such sectors as trade, energy industry, transport and oil and gas industry. On a long term horizon, such cooperation will be one of Iran’s foreign policy priorities.

Manoilo A.V. - On the creation of the Federal Centre for Color Revolutions Monitoring

Abstract: The paper considers the concept of creation in the Russian Federation of a state system of color revolutions prevention both in the country and abroad, in the CIS, and on the territory of the Eurasian and Customs Unions. The aim of the study is to define the organizational and functional structure, the aims, tasks and the main directions of the activities of the centre for color revolutions monitoring, prevention and combating in the Russian Federation and on the Eurasian political space. The research methodology is based on the system, structural-functional, comparative-political methods, the methods of analysis, synthesis, induction, deduction, and observation. The concept of creation of the centre for color revolutions prevention is elaborated in accordance with the new edition of the National Security Strategy of the Russian Federation of 31 December 2015 (Presidential Decree No 537 of 12 May 2009) enumerating the color revolutions threat among the priority threats to the national security of the Russian Federation. The centre should focus on the monitoring of the color revolutions preparation signs, the system of color revolutions prevention, the system of early detection and fast response to color revolutions and attempts to organize them, and the permanent system of color revolutions prevention, including a wide range of general and specific methods. The author pays attention to the fact that the color revolutions threat is becoming urgent not only in Russia, where the western agents and the non-system opposition are becoming more active, but also in Syria, where Russia is carrying out an anti-terrorist operation together with the Syrian Arab Republic armed forces, due to the process of conflict settlement and preparation for general election which results had always been used by color revolutions political engineers as a pretext for mass protest actions.

Li X. - Priority vectors in China-Mongolia relations in the beginning of the XXI century pp. 11-28

Abstract: This article is dedicated to determination of priority vectors in China-Mongolia relations in the early XXI century. Special role is assigned to cooperation in the political, economic and humanitarian spheres. A number of criteria that allow speaking of the level of intergovernmental relations in each indicated sphere is reviewed. For assessing political cooperation, the author considered the conceptual approaches of the PRC and Mongolia towards bilateral diplomacy. In this context, analysis was conducted on Mongolia's Third Neighbor Policy and China’s Partnership Diplomacy Strategy. The article explores the interaction of China and Mongolia on the global, regional and bilateral levels. In economic regard, the assessment of cooperation of the two countries was carried out on the basis of mutual trade turnover and the volume of foreign direct investment. In the humanitarian context of bilateral cooperation, the author studied the intensity of mutual tourism flows, student and academic exchanges. The analysis was performed within the framework of neorealist paradigm, in the categories of systemic approach for viewing China-Mongolia relations as a unified system consisting of three subsystems. The author's special contribution consists in the attempt to assess bilateral cooperation between China and Mongolia in the early XXI century, with consideration of the impact of the ongoing transformations within the system of international relations on the regional level. The conclusion is made that despite a number of threats that stem from PRC’s proactive policy in Eurasia, as well as the objective dissonance in socioeconomic development of the two countries, the cooperation in the indicated areas in the early XXI century few has been developing steadily. In the twenty-first century. It had a positive impact upon China-Mongolia relations overall.

Abstract: The object of this research is the concept of “American exceptionalism”. The subject of this research is the approaches of China towards the problem of formation and development of this concept. The authors meticulously examine such aspects of this topic as the origin and evolution of this concept, as well as its role in the actual discourse in the United States. Special attention is given to the examination of the Chinese views on the concept of “American exceptionalism”, which presents great interest with consideration of the fact the “exceptionalism” is not a new concept for China. The concept of “sinocentrism” emerged even earlier than the concept of “American exceptionalism”. The scientific novelty of this research consists in the fact that this research is first to provide results of a comprehensive analysis of China’s approaches towards the concept of “American exceptionalism”, which is very relevant in light of both countries becoming the largest world powers and rivals in the international arena. Study of the foreign policy of each other therefore becomes a prerequisite for structuring harmonious foreign policy. The main conclusions of the conducted research consists in determination that Chinese authors either critically regard this concept, or with certain suspicion, since the United States use this concept to practically justify their involvement into the affairs of other countries, including military involvement.

Filipović A. - Vaccine diplomacy during the COVID-19 pandemic on the example of the Republic of Serbia pp. 15-31

Abstract: The global COVID-19 pandemic is unprecedented in scale and scope. The COVID-19 vaccines have not only become an indispensable weapon in the fight against the pandemic but also served as a sign of the technological and scientific prestige of the countries that developed them. While the term "vaccine diplomacy" is not new, it may have become much more relevant in times of global pandemic. The aim of this research is to analyze the vaccine diplomacy of China, the EU, and Russia towards Serbia during the global COVID-19 pandemic. At the same time, the study also presents Serbia's efforts to engage in its own vaccine diplomacy at the global level. The novelty of this research can be seen in a comparative analysis of the efforts of the "vaccine diplomacy" of the EU, China, and Russia towards Serbia. In addition, this research also presents the results of the survey data on Serbian citizens and their perceptions of foreign aid received during the pandemic. It can be concluded that the Chinese and Russian medical aid to Serbia were very well received by the Serbian government, government-aligned media, and the Serbian public. Concerning the aid of the European Union, it was neither significantly advertised by the media, nor was the Serbian public perception significantly changed in the favour of the EU. At the same time, the Serbian government engaged in vaccine diplomacy of its own, to strengthen the ties with Yugoslavia's former allies from the Non-Alignment Movement.

Ndakissa Onkassa F.N. - The peculiarities and the main stages of the Gabonese Republic’s foreign policy pp. 18-27

Abstract: The paper considers the peculiarities of foreign policy of the Gabonese Republic in the context of comparative analysis of its main characteristics at different stages of the country’s development. The study is focused on the analysis of the conceptual background of foreign policy, the specificity of multilateral and bilateral diplomacy, and the formation of the international reputation of Gabon. The author studies Gabon’s contemporary foreign policy in its interconnection with the country’s development tasks specified in the “Emerging Gabon” Strategic plan. Special attention is given to President’s role in the process of decision making in foreign policy. The applied complex approach and the variety of studied sources help the author to analyze the factors, determining Gabon’s foreign policy, reveal the tasks, and make reliable conclusions. The author applies the comparative and problem and chronological methods, and system analysis. The comparative method helps comparing the history of Gabon’s foreign policy development in the context of its relations with foreign countries and international organizations, reveal and compare the main characteristics of Gabon’s foreign policy at different stages of its development. Gabon’s foreign policy of the period after its sovereignization hasn’t been analyzed as a complex in Russian and foreign historiography so far. The analysis demonstrates that the sphere of foreign policy is traditionally one of the priorities of the state, and is a very important direction within the national development plans of Gabon. The author notes that Gabon’s foreign policy is successive, and is aimed at international partnership development via dialogue and initiative positioning on key international issues.

Abstract: The goal of this article consists in studying the key concepts of regime theory that exist in the modern English-language literature and relate to the problem of integral security of the Arctic Region. This goal is achieved through analysis and classification of basic theories and hypothesis of the English-language authors. The ongoing confrontation of civilizations mainstreams examination of the fundamental Western concepts pertinent to the problems of international security, including from the perspective of regime theory. An important and relevant objective for the Russian leaders would be to understand the essence of political reasoning of the opponents, since the Western politicians are serious about the theoretical conclusions and practical advice of social scientists. The research considers the variety of existing hypothesis and approaches (based on the power, interests, etc.) towards solution of a range of crucial issues associated with different aspects of using the regime theory applicable to the Arctic Region. The variety of research concepts is fairly wide, but unlike the mass media, scholars usually pursue peaceful and diplomatic solution of the existing and emerging problems. The majority of Western research confidently state that the Arctic Region will remain peaceful in the future. In the examined works, the author clearly traces an appeal to a common political sense, rather than emotions, which to a large extent is achieved due the regime theory.

Abstract: The object of the study is the economic development of Africa within the framework of Sino-African cooperation. The subject of the study is the development of special economic zones created by Chinese-African cooperation. The purpose of the work is to study the possibility of creating special economic zones within the framework of Sino-African cooperation as a promising model for the economic development of Africa. The author examines in detail such aspects of the topic as the process of creating the Sino-Egyptian Suez Zone of trade and economic cooperation, as well as some problems existing in the functioning of the zone. Special attention is paid to the successful experience of the functioning of China's special economic zones, as well as to the analysis of the possibility of applying Chinese experience to special economic zones in Africa. In this work, the author used such methods as analysis, synthesis of information from documents, comparison, induction and deduction. The novelty of this study lies in the fact that the work compares China's special economic zones with those in Africa and analyzes the applicability of China's experience on the African continent, which gives possible promising models for the future economic development of Africa. The main conclusion of the study is a framework model for the rational development of economic zones in Africa, which includes the following elements: the choice of a location with the advantages of location for economic zones; the integration of special economic zones into a broader national policy in the field of economy, industry and urbanization, in order to prevent the transformation of special economic zones into "economic enclaves"; persistent experiments of political and administrative reforms and rapid dissemination of the successful experience gained in the economic zones throughout the country; support for the continuous development of infrastructure construction covering the economic zones and nearby cities as a catalyst for the sustainable development of the economic zones.

Abstract: The subject of the study is the fundamental possibility of State recognition (currently or in the foreseeable future) as a subject of international community law, existing only on the World Wide Web (the Decenturion - which is classified in the article as a web-state). The concept of the state itself is considered, the criteria for defining a certain entity as a state are distinguished, various types of states are distinguished based on their international status, the presence of territory and practical sovereignty over it. The features of the state in the generally accepted meaning of this word are distinguished, the features present in the web-state of the Decenturion and the features characteristic of traditional states, which the Decenturion does not have and cannot have, This topic has practically not been touched upon before in the scientific literature: the concepts of "digital state", "cyber state", "electronic government" are present in the title of many publications" and others, but the subject of these studies are not Internet entities that identify themselves as a "state", but various forms of presence on the World Wide Web of traditional states (websites of state structures, online services, etc.). Due to the lack of well-established terminology, the article attempts to streamline the terms used in relation to various entities that claim the status of a state, but have not received international recognition. It is concluded that it is possible in principle in the future for the international community to raise the issue of recognizing the web State as a subject of international law.

Abstract: The research subject is the topical issues of sovereignty and national self-determination in Spain in autonomous communities of Catalonia and the Basque Country in the context of globalization. Globalization is the catalyst of various processes, which sometimes oppose each other. Such are the processes of “the erosion of sovereignty” on the one hand, and the aspiration of some states to strengthen their sovereignty and avoid the influence of the processes, which endanger this sovereignty. This problem is urgent for many countries, for example, for Spain. This problem has aggravated due to the active position of political forces of Catalonia on this issue and the referendum on sovereignty of this region. The author uses the methods of indirect and instrumental monitoring. It is based on the information acquired from various printed and electronic sources. The author also uses the method of analysis of documents and comparative analysis. Besides, the author uses the method of direct observation: the author interviews foreign scholars of the problem in the Basque Country (the University of the Basque Country) and Spain (the Complutense University of Madrid). The author concludes that the globalization processes have significant impact on the transformation of the traditional understanding of sovereignty. This process is especially visible in the context of political and economic development of the European Union. This is one of the factors of the aggravation of the problem of the Basques and the Catalans in Spain. The structure of this problem is being complicated due to the above mentioned transformation. Besides, the author concludes that the main feature of the modern struggle for self-determination for both the Basques and the Catalans is the transition from armed methods of struggle to political struggle. Therefore, such organizations as ETA are unlikely to appear in the future. The struggle will be held in the scope of the leading political forces of the regions, the state and the European Union.

Abstract: In his article Ezhov analyzes the development of energy diplomacy of the People's Republic of China, and what causes the interest of the PRC in diversification of energy resource importers. The author describes current and perspective ways of interaction and implementation of energy cooperation between the PRC and different regions or states. The object of the research is the energy diplomacy of the PRC that ramparts the reinforcement of the political and economic interaction and extension of inter-state cooperation as part of contemporary international relations. The subject of the research is the evoluton of the energy diplomacy of the PRC, institutional development of their energy economy, the main objectives and targets of the PRC energy diplomacy. The methodological basis of the research implies the principle of historicism that allowed the author to define the important role played by the energy diplomacy for China. The novelty of the research is caused by the fact that the author discovers new opportunities for the reinforcement of the communication regarding energy issues between the PRC and foreign states adn efficient implementation of the energy diplomacy of the PRC. The author describes the reasons of China and foreign state being interested in each other's energy resources. The author also describes the most beneficial importers of energy resources to China and defines areas of energy economy that will be most demanded in the country and important for the development of the energy sector of China itself. The author concludes that China will continue to pay much attention to their energy diplomacy and invest in the energy sector of foreign states as well as to promote the gas importer diversification policy.

Lobanova T.N. - China and the construction of the new world order in the 21st century: the rise of China and its possible geopolitical consequences pp. 32-47

Abstract: The rise of China and its turn to active foreign policy creates new challenges in international relations and world order. The paper considers various scenarios of economic and geopolitical growth of China till 2020 – 2030s, and the possible transformations of international relations in the context of the post-bipolar world order. The research subject is the Chinese factor in the construction of the new world order. The purpose of the study is to consider and formulate the prognoses of the ascend of China and analyze the geopolitical consequences of its rise including its possible impact on international relations (relations with the USA, Russia, Africa, countries of Central and Latin America). Based on the approaches of well-known Russian and Chinese sinologists, the author offers her critical analysis of the modern ideas about the role and the place of China in the processes of globalization and establishment of the new world order. The research methodology includes the system, structural-functional, comparative-political and cultural-civilizational approaches, and the methods of critical discourse analysis of Chinese mass media and observation. The methodology is based on the author’s method of complex discourse analysis combined with applied political analysis. The scientific novelty of the study consists in the fact that the author translates, comments, systematizes and introduces some resources of Chinese scholars, defining the formation of China’s foreign policy, in conjunction with their ideas about China’s role in the new world order; using critical discourse analysis and content-analysis, the author provides methodological analysis of the Chinese-language media in relation to China’s positioning itself as a rising state or a super-power. The author concludes that China is not interested in any confrontation or in any transformations of the world order. Xi Jinping’s foreign policy has taken aggressive forms with political content as an alternative to the Western concepts of development: realization of ambitious projects the Silk Road Economic Belt and the Maritime Silk Road proves it. The author believes, the development of the Eurasian direction would be an ideal variant for Russia.

Abstract: The subject of the study is ethnic-and-social causes of emergence of unrecognized States in the post-Soviet space. The national policy pursued by the Russian Empire and later by the Soviet Union has sown the seeds of ethnic and political conflicts in the post-Soviet space. The process of ethnic mobilization, which is based on the problem of ethnic identity of different cultures living in the territory of the post-Soviet space, started after the collapse of the Soviet Union. It resulted in formation of unrecognized States in Transnistria and the Caucasus, the emergence of which is conditioned upon the occurrence of ethno-political conflict. The methods of historical and political sciences, in particular, monographic, descriptive and comparative historical methods were used in the study. The novelty of the study lies in discovery of the prerequisites for the emergence of ethnic and political conflicts in the post-Soviet space as a result of the research of the impact of the problems of national identity of Nations living in the post-Soviet space. The study revealed the peculiarities of the national policy of the Russian Empire and the USSR, which inspired the development of ethnic tension after the collapse of the USSR. The author investigated the mechanism of ethno-political conflicts in the post-Soviet space.

Babintseva E.A., Trifonova E.D. - On the environmental history of chemical munitions disposal at the bottom of the Baltic Sea: “Nord Stream” projects pp. 40-47

Abstract: Bases on the example of Baltic Region, the question is raised on the conservation of water resources in the context of environmental history and international cooperation. Special attention is given to the threats and risks of anthropogenic interference in the zones of chemical weapons disposal at the bottom of the Baltic Sea. The key goal of this research lies in comprehensive assessment and approach towards the problem of negative human interference into the natural environment of the Baltic water area. The article considers the instances of the emergence of a direct threat of environmental disaster, as well as a range of factors that reflect the consequences of postwar historical events. Assessment is given to the actual risks of the emergence of high level of threat to hydrological resources and adjacent territories. The novelty of this article consists in examination of the danger caused by chemical munitions disposal in the Baltic Sea in the context of construction of the “Nord Stream” and “Nord Stream – 2” export gas pipelines. The conclusion is made on the high risk of depressurization of submerged ships with chemical disposal due to inadvertent operation in the water area and neglect of the regulated environmental norms and standards. The authors note politicization of the environmental assessment of activity of the curators of the “Nord Stream” project; indicate their scrupulous compliance with the international environmental standards and territorial planning of construction in hazardous zones. The authors consider the impossibility of elimination of the negative impact of distribution of harmful substances in the Baltic Sea; however, note the possibility of minimizing the risks and maintaining the stability of the inland sea in the conditions of further anthropogenic exploitation.

Kulumbegova L.T. - Politico-Legal and Ethno-Social Grounds for the Development of Unrecognized States pp. 42-48

Abstract: The object of the research is so-called unrecognized states as well as analysis of politico-legal and ethno-social causes of the development of unrecognized states under modern conditions. The conflict between the identity right and the territorial integrity right today determines politico-legal processes that result in the formation of unrecognized states. At the same time, the process of the formation of unrecognized states has acute internal problems that may arise between the central government and ethnic and other shared identities. The research is based on the analysis of the aforesaid processes from the point of view of humanitarian values and applying the principles of scientificity, objectivity and historicism. In the course of the research the author has used methods of historical and political resaerch, in particular,  monographic, descriptive and comparative historical methods. The main conclusion of the research is that the primary factor that forms an unrecognized state is the development of secessionism processes. Abstract: This article explores the question of placement of the American anti-ballistic missile defense system THAAD in the Republic of Korea, reasons for deployment, as well as response of the Pacific Rim countries to deployment of anti-ballistic missile defense system. Particular attention is dedicated to Russia’s position on this problem. The object of this research is the bilateral relations between Russia and South Korea. The subject is the factor of placement of the American anti-ballistic missile defense system THAAD in the Republic of Korea and its impact upon the development of Russia-South Korea relations. The conclusion is made that the placement of the American anti-ballistic missile defense system THAAD in the Republic of Korea produced certain negative effect on the Russia-South Korea relations; however, there is no apparent deterioration in relations, the cooperation between the countries continues to develop, as well as Russian and South Korean leaders meet on the highest level. Nevertheless, there is a probability of deterioration in relations if the American anti-ballistic missile defense system in South Korea would pose a real threat to Russia.

Abstract: The object of this research is the Asia-Pacific institutional regionalism. The subject of this research is the institutionalization of the order in the Asia-Pacific region (APR). This process is being examined through the prism of the initiative on creation of transnational network of transportation routes for the purposes of bridging the Chinese and European markets – the “One belt, one road” initiative (OBOR). The second forum of the “Belt and road”, held in Beijing on 25-27 of April 2019, marked number of achievements and problems forming the agenda and problematic of the APR regional policy, influencing the institutionalization of this regional subsystem. The conducted research is based on comparative analysis, aimed at determining the changes in the regional order and institutional dimension of the APR that emerged in the process of implementation of the “One belt, one road” initiative between 2017 and 2019 (hosting the I and II forums of the “Belt and road” respectively). This work assess the place and role of the Forum of international cooperation “Belt and road” within the structure of institutional cooperation of Asia-Pacific regionalism. The interim results are calculated regarding implementation of the initiative, formulating the key positions of its members, as well as its challenges and contradictions are examined in a broader context of the institutional development of APR. Conclusions are made that are operationally compatible with the prospects and interests within Russia’s foreign policy pertaining to this region.

Abstract: The subect of the research is the cooperation between the Peoples' Republic of China and Russian Federation within the United Nations as the parties of the bilateral relations that gained a complex and multilateral nature in the XXIst century from their economic cooperation to the support of individual political initiatives offered at international forumas. The author of the article examines contemporary issues of the matter and analyzes the relationship between these two states in regard to the political events that have been taking place in the Ukraine. The researcher focuses on the areas of common national interest of Russia and China within the framework of universal international organisation, the United Nations, and provides a detailed description thereof. At the end of the article the author concludes that the China-and-Russia relations are getting deeper and diverse and despite contradictions and disagreements, the parties follow their contractual and partnership obligations.

Abstract: The author analyzes the experience of military and technological cooperation between China and African countries, as well as the place of African countries in China’s foreign policy. The subject of this research is the military and technological cooperation between the two sides, determination of key partners and conditions of cooperation. The goal of this work is to determine the reasons for China’s increased attention towards cooperation with Africa and reasons for intensification of military and technological contacts between them, as well as definition of the character of their cooperation in this area and China’s investment policy. This research employs systemic approach, where the country’s foreign policy is being examined as a system of political presets, as well as historical comparative method, which allows conducting the analysis of parties’ cooperation based on the chronology of development of their relations. The results of this research can be useful for forecasting vectors of development of relations between China and Africa not only in the military and technological area, but also in other areas. The scientific novelty of this research is defined by a comprehensive analysis of the transnational cooperation using various sources and literature, with consideration of the evolution of China’s foreign policy.

Abstract: The goal of this research consists in the study of the transnational criminal enterprises. The object of this research is the transnational criminal enterprises in China and Mexico, while the subject is the structural changes and factors affecting their development. The author examines the structure of China’s and Mexico’s criminal enterprises and the changes within, as well as their activity and utilization of new technologies and capabilities. The article elucidates the question of power vacuum in Mexico and strengthening of government measures in the fight against criminal organizations in China. Separate attention is given to the question of corruption as a factor of development of transnational criminal enterprises. Due to rapid increase in the growth of transnational criminal enterprises, they no longer pose only national or regional threat, but also carry international character. The relevance of this research is substantiated by the fact that understanding of the changes and trends in development of transnational criminal enterprises in the future can aid in the fight against them. The transnational organized crime has undergone complex changes, partially due to new technologies and capabilities, and partially due to insufficient efforts on the part of law enforcement. The structural changes in criminal enterprises also warrant devising new terminology and theoretical models.

Abstract: This article is devoted to the analysis of the status of countries of the post-Soviet space in the system of international relations, studied in the framework of the traditional approach (in the context of the neorealist paradigm of the TMO) and relational (in the context of the constructivist paradigm). The article has applied the quantitative methods of analysis of the international potential of the post-Soviet countries, developed in the framework of the information-analytical system "Eurasia Index". These techniques allowed the operationalization of the main approaches to the assessment of international status and make a comparative analysis between the two approaches. For the traditional assessment of the aggregate potential of the countries of the post-Soviet space, the additive composite index of the national potential of D. Singer (the project "Correlators of War") and the Global Firepower Index are used. Within the framework of the relational approach, a network of embassies of foreign countries accredited in the countries of the former Soviet Union is analyzed, as well as a network of embassies of the countries of the former Soviet Union abroad. The findings allow to clarify the existing ideas about the international hierarchy that has developed in the framework of the post-Soviet subsystem of international relations. Of particular interest is the analysis of the dynamics, as well as the identification of discrepancies between the two methods of calculation, traditional (resource-based) and relational that is based on the international recognition of the country and the network of its diplomatic missions.

Abstract: Since ethnic and State borders in the region do not always coincide, the problem of State borders continues to gain relevance. Even since the collapse of the colonial system of the world, some large nations became divided by the colonizers into different States, and now the divided nations are seeking reunion, affecting interests of various countries and other nations, which can lead to international conflicts. The subject of this research is the problem of the Durand Line, which divided the Pashtun peoples who now live across the territories of Pakistan, Afghanistan and Iran. The object of this research is the Pakistan-Afghanistan relations. The authors carefully examine such aspects as positions of both countries concerning the border issue throughout the entire period of the Line’s existence, as well as its impact on the current Pakistan-Afghanistan relations. The scientific novelty of this research consists in the comprehensive analysis of the positions of State and academic elites of the Afghan and Pakistan sides. Conclusion is made that the problem carries protracting character due to a complex of national and ethnic, as well as military and political factors that affect the border issue. Therefore, solution to this issue should be examined not only within the framework of transnational policy, but also with consideration of the peculiarities of ethnic psychology of the people and its interests.

Abstract: The subject of research in this article is the East African Community (EAC). To date, the Community is represented by six countries: Burundi, Rwanda, South Sudan, Kenya, Uganda, Tanzania. The focus of the article is on determining the trend of both economic and political integration after the countries gained state sovereignty. Also, emphasis was placed on the intensity of this tendency manifestation at different stages of the evolution of the commonwealth and the prospect of achieving the political unity of these countries within the borders of a federal state. Based on the principle of historicism and using the method of historical reconstruction, the author identifies the main determinants of integration processes in East Africa. The author also identifies factors hindering the formation of a federation and the formation of a new subject of international law in this region. The application of this method allowed to make a valid conclusion that the formation of a sovereign federal state based on the existing regional economic alliance (EAC) will be hampered, first of all, by the currently manifested and potential tribal and religious conflicts in East African countries. Also, the formation of a federal state is hampered by sociocultural, primarily linguistic heterogeneity and insatiable ambitions of the heads of state and political elites.

Abstract: As it was once stated by the great Russian compatriot Mikhail Vasilievich Lomonosov, the power of Russia shall grow with the Siberia. And his words are often quoted by those, discussing strategy and perspectives of development of the Siberia and the Far East. This is no accident. For several last centuries the Siberia and the Far East have been an important integral part of the Russian statehood, its strategic basis and the source of the natural subsistence resources for the development of the entire state. The break-up of the USSR in 1990s stroke a serious blow upon the current and perspective plans of development of these regions, and on the attitudes and vital values of their residents. For about 15 years these plans were put aside and temporarily forgotten, and the issues of regional development were substituted by guarantees of their survival, subsistence, territorial integrity, protection of natural resources from mass looting, fighting contraband trade and economic crime as a whole. The weakening of the geopolitical and military positions of Russia in the East has also become a source of worry. There was a feeling, that all the work of our ancestors on development of the Siberia and the Far East shall be wasted. There were grounds for such feelings, and these grounds still remain to some extent.

Abstract: This article examines the role of the United Nations in conflict resolution around Western Sahara. The first part of research is dedicated to historical review of the conflict and the role of UN in signing the agreement on ceasefire between Morocco and Polisario. The second part analyzes the proposal of the Secretary-General of the United Nations Javier Perez de Cuellar on the conflict settlement, as well as initiatives of his personal delegates, namely James Baker, aimed at searching of political solution in this conflict. The scientific novelty of the conducted research consists in consideration of the role of the United Nations in conflict resolution of Western Sahara, in the course of which the author explored the various approaches towards the problem and substantiated the reasons for failures of the international organization in achieving a long-term and mutually acceptable political solution between the parties of the conflict.

Abstract: In the article, the author introduces original view on the problems of non-ratification of the UNESCO convention on preservation of intangible cultural heritage. The author expresses opinion on the consequences of the prolonged process of ratification, leaning on Russian and English-language scientific articles researching work of UNESCO in general, as well as preservation of intangible heritage within Russian culture in particular. The internet was another important source of information, including publications and official pages from such organizations as UNESCO and VOICE. For better visualization, the article presents, in addition to content and event analysis, direct comparison with Austria, which learned to extract tangible and reputational advantages from all elements of their culture. The conclusion of this work consists in the call to immediate close of the process of ratification of the document and transitioning towards a similar level of representation and preservation of intangible cultural heritage. The scientific novelty of this research is substantiated by the atypical means of researching this subject – comparative, as well as direct polemic of the earlier released articles of Russian researchers.

Abstract: There is a tradition in Russian and foreign African studies to interpret genocide in Rwanda in 1994 as an irrational “interethnic conflict” between Tutsi and Hutu. But if we omit the ethnic connotations of the reasons of the massacre, it becomes clear that the powerful political actors stood behind its immediate participants and executors. Tutsis’ attack from Uganda on Rwanda’s territory, inspired by the US special services, was considered in Paris as American invasion in France’s sphere of interests. The methodology of the research is based on the system, structural-functional, comparative-historical, comparative-political, geopolitical and cultural-civilizational approaches, and the methods of analysis, synthesis, induction, deduction, modeling, and observation. The documents show that the strengthening of Tutsis’ positions, in the opinion of the Elysee Palace, threatened with the weakening of France’s positions on the Black continent in general. And the USA considered Rwanda as a bridge-head for invasion into Tropical Africa: the Americans were aimed at rich Zaire (the DRC). Here we should look for the reasons of a humanitarian crisis both in Rwanda and in the whole region.

Abstract: The authors analyze the stages of the “One belt, one road” (OBOR) initiative and focus their attention on the evolution, problems and prospects of the Economic Belt of the Silk Road, as well as explore the initiatives in China’s foreign policy strategy. The subject of this research is the directions of cooperation within the framework of the OBOR initiative. The goal of this work is to determine the reasons for China’s increased attention towards the initiative, as well as the reasons for interest of the sides in intensification of contacts within the initiative, as well as positions of multiple countries concerning this project. The scientific novelty of this research is defined by the comprehensive analysis of the transnational cooperation, using various literary sources and consideration of the evolution of the foreign policy doctrine of the People’s Republic of China. Taking into account the interest of China towards successful implementation of the OBOR initiative, the importance of a number of foreign countries to ensure uninterrupted turnover and delivery of Chinese goods to the European market becomes evident. Considering the results of the 19th National Congress of the Communist Party of China, the hypothesis that the “new era” is going to put China as one of the global leaders becomes more likely, which is also impossible without continued high rate of economic growth.

Abstract: This article is devoted to the comparative historical analysis of the blockade policy of the current President of the USA Barack Hussein Obama II and the Continental Blockade policy of the Emperor Napoleon Bonapart, who was attempting to undermine military, political, trade and economic power of its main opponent – England. As a result of the comparative analysis method, the author comes to a conclusion that the Russian policy of President Obama, which is aimed at introduction and further tightening of legal and economic sanctions towards the Russian state and its people due to the reunification of Crimea and Russia, is copying the policy of Napoleon towards England, which ended in total failure and destruction of the French Empire. There is an impression that President Obama did not learn the history of foreign states, or failed to comprehend historical lessons. Otherwise, he would have used the method of historical analogy, and it would show that any attempts of blockade of Russia are meaningless by their nature, and they are also harmful for the European allies of the USA.

Abstract: It has been a long time since such an acute military and political situation with long-standing consequences as the current situation in Ukraine and around it took place in the world. In such an evaluation the author takes into account that the current events in the Ukraine form new challenges and direct threats to the national interests and security of Russia, and they also initiate changes in the so-called “new global order”, which was formed during the last 25 years. The situation in Ukraine is seriously worsening and threatening the security of living of millions of Russians and a significant part of the Ukrainians. The regime, which is currently attempting to settle in Ukraine, considers it viable to have acute confrontation with Russia and subservience to the West. This is the only approach, which may allow the Kyiv to have financial aid and military – political support of the West. Finally, all the things that have already happened and will happen in the Ukraine are formed as a result of lasting attempts of the Western states to make Ukraine their strategic foothold near the Western borders of Russia. They have no other foothold like that, and they are not likely to obtain it anytime soon.

Abstract: The research subject is the main directions of cooperation between the Emergency Ministry of the Russian Federation and the International Civil Defence Organization (ICDO) since the foundation of the Ministry in the early 1990s. The research object is the cooperation between the Russian Federation (the Emergency Ministry) and the ICDO in the sphere of disaster management. The author considers such aspects of the topic as the establishment of cooperation between the Emergency Ministry and the ICDO in the spheres of humanitarian cooperation and personnel training. Special attention is given to the role and the importance of the work of the Russian Ministry in the development of the ICDO’s projects. The author applies the method of system analysis and the principle of historicism, which help detect the most significant elements of the organizations’ interdependency and interrelation. The author concludes that the cooperation of the Russian Federations with international organizations in disaster management is one of the most important and significant factors of the formation and functioning of the modern international relations system and the maintenance of global and regional security in the 21st century. The article demonstrates that in the modern polycentric international relations system no country can remain uninvolved in the solution of the urgent global problems and industrial disasters management. The author carries out the complex analysis of the main directions of cooperation between the Emergency Ministry and the International Civil Defence Organization in the context of evolution of their formation and activity. Abstract: The research subject is the main directions of cooperation between the Emergency Ministry of the Russian Federation and the International Civil Defence Organization (ICDO) since the foundation of the Ministry in the early 1990s. The research object is the cooperation between the Russian Federation (the Emergency Ministry) and the ICDO in the sphere of disaster management. The author considers such aspects of the topic as the establishment of cooperation between the Emergency Ministry and the ICDO in the spheres of humanitarian cooperation and personnel training. Special attention is given to the role and the importance of the work of the Russian Ministry in the development of the ICDO’s projects. The author applies the method of system analysis and the principle of historicism, which help detect the most significant elements of the organizations’ interdependency and interrelation. The author concludes that the cooperation of the Russian Federations with international organizations in disaster management is one of the most important and significant factors of the formation and functioning of the modern international relations system and the maintenance of global and regional security in the 21st century. The article demonstrates that in the modern polycentric international relations system no country can remain uninvolved in the solution of the urgent global problems and industrial disasters management. The author carries out the complex analysis of the main directions of cooperation between the Emergency Ministry and the International Civil Defence Organization in the context of evolution of their formation and activity. Abstract: The article is devoted to the topical issues regarding variety of non-state actors (NSA), their interactions with the states and supra-national international subjects. The growing role of the NSA in the international relations and their influence on the global political processes is an obvious reality, which is recognized by all of the observers and analysts. The NSA take part in the decisions made by the ECOSOC and other UN institutions, as well as the European Union structures and other international organizations. They influence the social relations, attract attention to the violations of human rights, they are involved in humanitarian operations and liquidation of the consequences of the humanitarian catastrophes, they also provide charity for the people in need. The non-governmental organizations facilitate the development of the economically poor regions and states, they address the issues of environmental protection, they unite the groups of scientists and other professionals in large international associations, which facilitate the scientific and technical progress, as well as social and political changes. Finally, the NSA provide serious input into the development of international law, they formulate a new moral climate in the international relations and global politics, they stimulate activities in the civil society, as well as solidarity towards the global justice changes in the world.

Abstract: The article includes analysis of the key options for the political destabilization of Russia at the current stage, that is the ‘colored”, “Libyan” and “Syrian” scenarios. Based upon the scenario analysis the author provides for the possible key actions of the united non-systemic opposition and extremist forces, as well as international states, which are aimed towards the political destabilization of the Russian Federation, ranging from the formation of the network-subject threatening political stability to the armed intervention to the territory of the unstable state. The author provides detailed analysis of problems in the sphere of national security of the Russian Federation, regarding the leeway of the political state government in the sphere of implementation of measures on prevention and neutralization of threats to the political stability of the Russian Federation in the moral, information-related, economic, migration-related, military and other spheres, coming from its opponents and enemies. Taking into account the modern tendencies in the sphere of international relations and the domestic tendencies, the author offers a complex of interrelated measures and acts on prevention and neutralization of threats to the political stability of the Russian Federation.

Abstract: Analyzing the possible consequences of the Western sanctions towards Russia, the experts state that thanks to globalization the Western states became dependent on Russia in no lesser degree, than Russia is dependent on them. However, Russia is capable of overcoming the dependency on the international payment systems and export of raw materials westwards. Experts offer to evaluate the theoretically possible ( while not quite realistic within the regular scope ) scenarios. The election marathon in Ukraine has started. The Central Election Committee of Ukraine has finished accepting the documents from the forty-six presidential candidates. While not all of them shall be finally registered (probably no more than a half), experts may make some important conclusions today. The global mass media pay attention to the post-Soviet territory, expecting a new explosion like an Ukrainian crisis, and the Southern Caucasus is considered the most probable candidate. The forecasts of great instability coming softly into the region became both regular and ominous.

Abstract: The article is devoted to the analysis of the problems related to disassembly of political regimes in the modern states (both authoritarian and democratic) and role of the color revolution technologies in this process, including the possibilities for the counteractions against their destructive influence on the global political process. In this sense systematization and clarification of terminology related to the color revolution is quite important, since it brings clarity into the object of studies, allowing to understand the nature of color revolutions and allowing to find the methods against them. The problems of disassembly of political regimes and related issues of color revolutions in the modern situation become quite topical and actual. The reasons for it are not limited with the fact that the Ukrainian events, once one looks at them closely, repeat the scenarios of color revolutions in the Northern Africa and the Middle East (so-called Arabian Spring), and, more specifically, revolution in Egypt, showing that these events are not purely accidental. The reason is that the traditionally used disassembly instruments in the international community are currently being substituted with a new generation of the more subtle instruments, combining the forceful influences and technologies for the manipulation of the mass conscience and mass behavior of large groups within the civilian population.

The issue of the emperor prosecution was one of the main contradictions between the USSR and the USA in the sphere of a postwar order in Japan and served as one of catalysts of worsening of relations between the USSR and Japan. The research is based on the historical documents, the evidences of the witnesses of those events and the articles and scientific works of the leading specialists in this sphere. The author concludes that American specialists had a perfect understanding of the mentality of the Japanese and managed to choose a successful strategy in relation to Japan and the USSR. Using the issues of prosecution of the emperor, repatriation of Japanese prisoners of war, territorial belonging of the Kuril Islands, the USA created a “Japanese problem” for the USSR, which hasn’t been solved yet.

Abstract: The article analyzes the causes and factors behind the escalation of the crisis in Syria and its transformation into one of the most important issues of global security at present. They include particularly the "controlled chaos" strategy implemented by the United States in the Middle East over the past two decades. The aim of this strategy is to reform and defragment the political space of the Arab world, to establish new state frontiers, to overthrow legitimate regimes in the Arab world and to implant puppet governments.The methodological basis of the research includes the systems approach, the structural and functional and comparative political approaches, the methods of analysis, synthesis, induction, deduction and observation.In Syria, the implementation of this strategy had faced the resistance of public authorities; it required from the USA the formation of the international coalition with countries (Qatar, Saudi Arabia, Turkey and others) whose leaderships are interested in the destabilization of the political situation in Syria. The main goal of this coalition is to overthrow the legitimate political regime of Syrian President B. al-Assad.The support, arming and financing by the US and their allies of various anti-Assad opposition groups eventually led to the escalation of extremism and terrorism, both in Syria and in the Middle East.

Abstract: This article is devoted to the study of possible means for organized fighting against the spread of the “color revolution” ideology among the university students. Generally the student environment is not politicized, but it is rather easily moved, it follows any slogans, which allow the students to stand out among their peers. The goal of the student activities is to gain self-esteem, and partly, to bring variety into life, to fight boredom and to feel thrilled. This pursuit of self-esteem among the youth is often manifested through denying the existing norms and living standards, including the fundamentals of the state structure. That is why, the students are eager to join any protest movements, which allow them to do so, treat each new member of the movement as an individual and let them have active roles in the common work. All of the above is much different from the pro-government youth organizations, which are organized like military units or neo-sects, and look like “gray substance” which are sent wherever they are told to. Becoming a member of such an organization a student loses freedom, and he gets a personal commander, whom he has to follow without any reservations.

Abstract: This article is devoted to the evaluation of the condition of and efficiency achieved by the Russian analytical centers. It is no secret that the analytical activities, which are a most important strategic component of management decisionmaking in the Russian state, are currently experiencing a systemic crisis due to certain clear objective reasons. The crisis that the Russian analysts are going through is further confirmed by the international ratings which, event with their political bias, still provide an objective view of the condition in which the Russian analytical industry is now and of its analytical potential. The methodology of this research is based on the systematic, structural and functional, and comparative political approaches, methods of analysis, synthesis, induction, deduction, modeling, expert review. It has been established that the Russian experts and analysts often lack a clear position on the matters they examine. Use of obsolete methodology may be observed with respect to analysis and forecasting political processes from their current state without taking into consideration the various forces acting each in its own direction in the situation of social and political chaos initiated by the information technologies intended for influencing the consciousness of larges masses of people and political elite of the countries with state and social institutions which are not fully formed yet. This results in a superficial analysis of the events which are taking place and unreliable forecasting of the political situation development in problematic countries and regions.
