Han X., Liu X. - Innovations of "great power diplomacy with chinese characteristics" by Xi Jinping "in the new era" pp. 1-14

EDN: SPQBMG

Abstract: The article is devoted to the peculiarities of Chinese diplomacy at the present stage of China's development. The purpose of the proposed study is to determine the features of "great power diplomacy with Chinese specifics in the new era." The purpose of this work - to examine the peculiarities of Xi Jinping-era diplomacy, to clarify the degree of their continuity with respect to previous diplomatic strategies of China, as well as to interpret the modern diplomatic strategy of "great power diplomacy with Chinese specifics" as a consequence of the growing power of China challenging the hegemony of the United States. The theoretical and methodological basis of the research is based on the theory of structural realism and the theory of the transit of power, which allow us to study the influence of Chinese diplomacy as a derivative of China's increasing role in global governance on the process of structuring both the regional subsystem and the global system of international relations. The relevance of this study is associated with a change in the tactics of Chinese diplomacy towards a more focused and tougher rhetoric, emphasizing intransigence with baseless attacks by Western countries and manipulations with the vulnerability of indigenous Chinese interests. In the study, the authors note that throughout the period under review, pragmatism and an orientation towards modernization and strengthening of the country remained the invariable principle of Chinese diplomacy. Xi Jinping proclaimed a course for the "revival of the Chinese nation," which met with resistance from the countries of the "Collective West." The authors' scientifically significant contribution to the study of the peculiarities of the diplomatic practice of the People's Republic of China in the context of the implementation of the "diplomacy of a great power with Chinese specifics in a new era" is to assess the degree of compliance of this course with the need to defend China's fundamental national interests in a complicated international situation. The article emphasizes that "the diplomacy of a great power with Chinese specifics" allows China to demonstrate the behavior of a great power and at the same time change the balance of forces in the "international struggle for public opinion."

Gusher, A.I. - The geopolitical picture of the modern world pp. 13-21

DOI:

Abstract: The modern world is characterized by the vast global variety and contradictive character of various economic, political processes, etc. So it becomes hard for many people to understand in which direction their country and the global civilization are moving, what their goals and moving forces are, what facilitates or prevents the movement, what challenges and threats may be faced by individuals, society and state in a month, a year, or several years, as opposed to the greater perspective. Such is peculiarity of our time. Now, when the information technologies rule, the horizons of image of the world in the eyes of a person are at the same time widened and unclear, so he often lacks time to comprehend and analyze the stream of information, to make the right conclusions.

Veselov Y.A. - Possibilities of revising the modern world order pp. 15-28

DOI:
10.7256/2454-0641.2021.3.33577

Abstract: The object of this research is a polemical question within the theory of international relations – the transformation of world orders. The author believes that this work is a compromise in the long-lasting scientific dispute on the principles of the end of one world order and the beginning of the new world order. Description is given to the current world order of international relations, its characteristics and reference points. The key goal of this research consists in theoretical substantiation of various aspects of the possible shift of the current world order. The article indicates certain untenable aspects of the current world order, and outlines the possibilities of its revision from the perspective of the three fundamental theoretical paradigms of international relations. The goal is set to arrange the anarchically disparate representations on the system of international relation, and derive a comprehensible, uniform structure, which also defines the novelty of the conducted research. It is claimed that since the end of the World War II, the international relations have existed in the form of Yalta-Potsdam system, which at this point indicates the three world orders, including since dissolution of the Soviet Union. Emphasis is placed on the issue of hegemony of the United States and the idea of unipolar world striving for multipolarity. The author’s special contribution lies in comprehensive analysis of the phenomenon under consideration, which incorporates numerous articles of the reputable publishers and experts who have already dealt with the difficult theoretical problem in the theory of international relations.

Abstract: Review and analysis of the key scenarios of development of military and political situation in the Asian- Pacifi c region, as refl ected in this article, clearly shows that currently and in the near future it is not likely that there shall be large armed confl icts in this region. In the author’s point of view, the processes here shall rather relate to establishing the borderlines between the interests of key players and to the strategic regrouping of those, who claim military, political and economic domination in the region. For Russia there shall be more opportunities for the further development of economic relations with the APR states and for the inner development of the Eastern regions. The key goals is to strengthen the defense potential of Russia in the East to the suffi cient level, which would guarantee reliable protection of its national interests.

Abstract: The state insurrection which took place in the Ukraine in the February of 2014 once again has disrupted the balance of political forces in the Eastern Europe. The election of the new President of Ukraine, who is oriented towards the West, and the formation of the political system according to the same principle may lead to the situation when the European Union shall be directly bordering Russia in the Bryansk, Kursk, Belgorod, Voronezh and Rostov regions of the Russian Federation. From the point of view of the military strategy the step-by-step lasting spread of the zone of influence of the West, its ideology and values may be regarded as a pragmatic policy, which is aimed at the global dominance of the liberal American-European civilization. For the efficient implementation of this idea a whole complex of political, economic and information instruments of influence on the developing states is being employed. This strategy may be characterized as geopolitical clientism, which is aiming at the formation of the foreign control over the national elites and key institutions of the civil society of any nation-state.

Abstract: There is a claim currently circulating the European Union (EU), both cynical and misleading: ‘multiculturalism is dead in Europe’. No wonder, as the conglomerate of nation-states/EU has silently handed over one of its most important debates – that of European identity – to the left and right wing parties, recently followed by several selective and contra-productive foreign policy actions. Europe’s domestic cohesion, its fundamental realignment, as well as the overall public standing and credibility within its strategic neighborhood, lies in the reinvigoration of its everything but institutions transformative powers – stipulated in the Barcelona process of the European Neighborhood Policy as well as in the Euro-Med partnership (OSCE). Abstract: The article includes the formulae of the two key concepts for the implementation of state policy in the conditions of psychological warfare: resistance to the psychological warfare and managing psychological warfare The concept of psychological warfare management includes activities changing the systemic quality of the warfare in the needed direction with the use of the instruments of foreign political influence, and it is based upon the principle, that what one cannot overcome, one should organize and lead. The practical application of this concept allows the state politics to achieve the goals, which cannot be achieved within the framework of the resistance concept, and it changes the existing understanding of the criteria and level of danger in the modern information and psychological warfare. In the opinion of the author, managing information and psychological warfare shall become an important activity for the government bodies in the special conditions in the nearest future within the system of state information policy.
