Abstract: The article contains the results of the research aimed at studying the problems of teaching Physical Training by means of distance learning technologies in educational organizations of the Ministry of Internal Affairs of Russia during the period of additional health and hygiene measures taken in order to protect public health in conditions of COVID-19 spreading. The research attempts at finding the ways to resolve the contradiction between the necessity to use distance learning technologies for teaching Physical Training in educational organizations of the Ministry of Internal Affairs of Russia, dictated by the current socio-economic situation, and the objective limitations of these methods in terms of the practice-oriented character of the discipline. Using theoretical analysis of the conclusions of the previously held studies of the topic and  their own observations and their comparison with the current practice of Physical Training teaching, the researchers detect the main obstacles of distance learning technologies and offer the ways to overcome them. The research results can be used for planning and organizing the educational process for Physical Training discipline in educational institutions of the Ministry of Internal Affairs of Russia.

Voloshin D.V. - Personalities of teachers of professional training schools and courses for penitentiary personnel in Russia in 1899 - 1916

Abstract: The article considers the problem of preservation and upgrading of historical and pedagogical legacy of teachers of the earliest professional training schools and courses for penitentiary personnel in Russia. The author considers the quality characteristics (the staffing level and competence of teachers, the participation of practitioners and scientists, etc.) of personalities of teachers of the earliest educational institutions (schools and courses) involved in professional training of penitentiary personnel. The author notes that the personalities of particular teachers are well-known in the scientific world, some are known only among domain experts (particularly those specialized in jurisprudence), some were known only to their contemporaries, while about others there’s no available scientifically important information at all. The author raises the question about the necessity to admit the role of personalities in professional training of penitentiary personnel in Russia. This research is one of the first attempts to introduce the personalities of the earliest professional training schools and courses for penitentiary personnel to the scientific world. The research is based on the archive materials. The scientific novelty of the research consists in the systematization of tendencies of recruiting teachers of the earliest professional training schools and courses for penitentiary personnel: firstly, the absence of permanent teachers even in schools opened upon the adoption of the Law of 1913; secondly, highly positioned civil servants and qualified practitioners were involved in teaching; thirdly, starting with temporary readings, highly competent and well-known specialists had been involved in the educational process, many of them current or would-be leading scientists and acknowledged scholars. The admission of the role of personalities makes it possible to conduct historical research using biographical methods and personalistics.

Manturov O.S. - A discredit to internal affairs bodies and its influence on the formation of professional awareness of internal affairs officers

Abstract: The research subject is a discredit to internal affairs agencies as a negative social phenomenon threatening both the positive image of internal affairs bodies as a whole, and the honour, dignity and reputation of their particular employees. The research methodology is based on the dialectical approach to the problem under consideration, together with general scientific (formalization, analysis, modeling, and the empirical-inductive method) and theoretical methods of modern social sciences and the humanities (the structural-functional and the systems methods). The empirical part of the research is based on the quantitative and qualitative methods of sociology: the method of focus-groups, the method of narrative interviewing, and the method of sociological questioning which helps to trace back the influence of discrediting on the formation of professional awareness of internal affairs officers. The research helps to identify the most common forms of discrediting of internal affairs officers by citizens and the main mechanisms hampering effective counteraction to discrediting actions of people, and to establish the cause-and-effect relation between discrediting as a negative socio-legal phenomenon and the peculiarities of formation of professional awareness of internal affairs officers. The author concludes that in case if internal affairs officers are lenient with discrediting, their professional awareness becomes deformed which results in the unwillingness to perform their duties properly, the sensation of the absence of the prestige of the profession in the public eye, the prospects of career growth, and the formation of negative attitude towards citizens.

Vasnetsova A.S. - Criminological characteristics of the heads of organized crime groups related to terrorism (the first stage of criminological research)

Abstract: One of the most widespread directions of counterterrorism efforts is a targeted influence on the potential terrorists before they actually start their terrorist activity. To perform this complicated task, it is necessary to have the exact information about the characteristics of such personalities, which can be collected only by means of scientific interpretation of various significant data. It can help to find out what factors promote the formation of a personality of a terrorist and choose the measures aimed at their elimination thus preventing terrorist organizations from recruiting new members. The author studies such factors as the motive and the circumstances characterising the personality of a convict, which are subject to proving in the course of criminal proceedings according to part 1, article 73 of the Criminal Procedure Code of the Russian Federation. The author formulates the following conclusions: crimes of terrorism are ususally committed by young men (under the age of 30) with a low level of education; the increase of immigration to the Russian Federation leads to the increase of the number of the members of international terrorist organizations in the country; the reasons and  conditions leading to terrorist crimes are not being studied sufficiently enough; there is an interrelation between the criminological characteristics of terrorists’ personalities and the mechanisms of their involvement into terrorist activity, and the specificity of the roles performed by them in an organized crime group; the social sphere of regular terrorists is narrow, which determines their susceptibility to the terrorist ideology.

Koynov M.Y. - The methods of training of the Patrol-Guard Service officers in the midst of the novel coronavirus infection

Abstract: The research subject is the methods of practical training of the Patrol-Guard Service officers via in-person learning and the inclusion of the distance learning techniques in the midst of the novel coronavirus infection (COVID-19). The research object is legal relations emerging in the process of formation of new educational methods in the midst of the novel coronavirus infection (COVID-19). The author analyzes the situation in the educational sphere connected with the use of various elements of in-person and distance teaching of the Patrol-Guard Service officers. The scientific novelty of the research consists in the consideration of elements of in-person and distance learning and in searching for the balance between these types of learning, and in the formation of the concept of blended learning and the analysis of its effectiveness in the current situation. The author’s contribution to the study of the topic is the analysis of the possibility to integrate blended learning and theoretical distance learning at the first stage, and practical in-person learning at the second stage into the system of block-module-based education used at the educational institutions of the Ministry of Internal Affairs of Russia. The author concludes that the use of the blended method of teaching allows achieving a high-level of training of the Patrol-Guard Service officers in the period of restrictions caused by the novel coronavirus infection (COVID-19).

Ostapenko A.A. - Is the fourth wave of juvenile crime approaching? The review of socio-pedagogical publications

Abstract: The purpose of the article is to review the scope of scientific literature of the late 15 - 20 years considering the problem of juvenile crime. The review covers the monographs, theses and articles published in scientific journals, and even newspaper articles covering all three waves of juvenile crime in Russia, starting with the analysis of juvenile crime of the 1920s - the 1930s. The analysis includes the new Russian-language (and partially Ukrainian-language) publications studying pedagogical activity, authorship, and scientific inventions of an outstanding pedagogue of the Soviet epoch A.S. Makarenko. The author demonstrates that the interest in Makarenko’s work is not decreasing both in Russia and abroad. The second part of the text contains the review of works of Makarenko’s followers and adherers - S.A. and G.K. Kalabalin, and their apprentices A.S. Kalabalin and V.I. Slobodchikov. The last part of the text is the review of articles and monographs studying the new wave of juvenile crime. In particular, the author analyzes the works illustrating the psychological and pedagogical, social and medical reasons of emergence, expansion and growth scale of such youth subculture as A.U.E (Prisoner’s Urka Unity), and the ways of its prevention and combating.
